There is no doubt that St. Patrick’s Day is a day for celebration, but if you are planning to attend holiday festivities where alcohol is served, do not drink and drive! You can injure yourself or others by recklessly getting behind the wheel after a few too many alcoholic beverages.

Back to school safety
Your child’s safety is our number one priority. I encourage you to take a few moments to think about and review back-to-school safety with your child.
If your child walks to school, make sure there are sidewalks and crossing guards along the way. If you are not able to walk with your child, remember there is safety in numbers so have your child walk with siblings or other neighborhood children. Being hit by a car is by far the greatest threat to any child walking to school. Make sure your kids stay on the sidewalk and only cross at crosswalks. Remember to remind you children to never, ever stop to talk to strangers on the way to and from school and, most importantly, never to get into any vehicle with a stranger. These could potentially be life threatening situations.
Children peddling to school on bicycles must wear bike helmets – it’s the law. Helmets are the single most effective devices for cyclists, greatly reducing the risk of death or critical injury. Your children should ride their bicycles on the right side of the road and obey stop signs and traffic signals.
Children who ride the bus should never misbehave. And remember, no bullying. It’s important for children to remain seated at all times, keep hands and feet inside the vehicle and never throw anything inside or outside of the bus. When exiting the bus, children should always cross in front of the bus – never from behind.
Drivers need to remember that Florida law prohibits passing, in either direction, a school bus that is stopped with its flashing lights activated. Drivers must also remember to slow down in school zones. Driving slowly and carefully through school zones sharply reduces the risk of a tragic accident. Anyone caught passing a stopped school bus or speeding in a school zone can expect to get a costly fine – the Broward Sheriff’s Office simply will not tolerate violations that could harm a child.
Most schools in Broward County have a school resource officer or deputy. If your child is experiencing trouble with others or feels they are being bullied, please contact the school’s administrative office and ask to speak to the officer or deputy.

The Importance of A Background Check
A background check is critical and should never be overlooked. A recent problem in South Florida:
DEERFIELD BEACH - Broward County officials are investigating how a registered sex offender managed to get a job at the Quiet Waters Park marina, where he allegedly molested a 10-year-old girl.
Broward sheriff’s investigators arrested Corey Hipscher, 37, of Plantation, on Tuesday following the allegation that he fondled the girl during a boat ride at the park that afternoon. He had been working there four months.
Hipscher, labeled a sex offender following a 2003 conviction in a sexual battery case involving his then-girlfriend, is being held in the Broward County Jail without bond on charges of child molestation and violation of probation.
Florida Department of Corrections records show that the terms of Hipscher’s probation do not restrict him from working or living near children, but Broward County rules stipulate that felons convicted of any crime are not supposed to be hired into positions where they would have contact with children.
It’s up to the contractor to check its employees’ criminal history. County officials said they contracted with Toby’s Concession Services, Inc., which subcontracted with Hipscher’s employer, Broward Watersports.
“I’m very upset about this because I have grandchildren that age,” said County Parks Director Bob Harbin. “Obviously they didn’t do the background checks; otherwise they would have caught this person.”
Harbin said he’s asked to see copies of the background checks Toby’s Concession Services, which runs food, bicycle and boat concessions at the county’s parks, conducted on its employees.
The company’s owner, Cristobal De la Hoz, of Miami, could not be reached for comment despite phone calls Wednesday to his office and home.
The owner of Broward Watersports, Christophe Ribot, of Miami, could not be reached for comment either. A man who answered the phone at his home said Ribot was out of the country, and on Wednesday afternoon no one was at the marina, which was closed during what should have been regular operating hours according to a sign at the site.
In the Tuesday incident, the 10-year-old girl’s family alleges that Hipscher offered to take the child and her female cousin on a ride around the lake on a flotation device pulled by a small motorized boat, authorities said.
An adult with the girls wanted to go with them, but Hipscher said he could have only the girls as passengers due to the boat’s weight limit, according to the sheriff’s office.
The girls got on the boat with Hipscher. The 10-year-old was the first to ride on the float and as Hipscher assisted her out of the water to bring her back onto the boat, he touched and rubbed her vaginal area and buttocks several times, sheriff’s investigators said, adding that the 10-year-old’s cousin reportedly witnessed the touching.
Once ashore, the girls told family members that Hipscher had fondled one of the them, and relatives confronted Hipscher, officials said.
He denied the allegations and begged the family to ignore the incident. He also told the family that he would quit his job or allow them to beat him, so long as they did not report what happened, sheriff’s officials said.
When the family told Hipscher they were contacting the sheriff’s office and park management, Hipscher drove out of the park, but deputies arrested him soon after at his home, officials said.

Today’s drug abuse has become more convenient, easier to hide and more popular, thanks to the use of prescription and over-the-counter medicines. Our kids don’t have to look far for a high - a trip to their home medicine cabinet might just do the trick.
While use of illegal drugs among teens is falling, prescription drug abuse is on the rise. In fact, studies show that one in five teens has abused a prescription pain medication, and in Florida prescription drugs have killed 300% more people than illegal drugs.
Kids as young as 12 are trying or using prescription drugs for non-medical reasons. Many think these drugs are safe because they have legitimate uses, but taking them without a prescription to get high or “self-medicate” can be as dangerous – and addictive – as using street narcotics. This mistaken thinking causes teens that wouldn’t otherwise touch illicit drugs to abuse prescription drugs.
Pain relievers, sedatives and stimulants are the most widely abused drugs. Teens often combine prescription and over-the-counter drugs with alcohol, a fatal combination.
Parents need to be aware of the dangers associated with prescription drug abuse and take actions to prevent their children from addiction. We need your help to save our children from this growing trend.
- Monitor your medicine cabinets. Count how many pills you have and make note of the date when you should expect to refill your prescriptions. Be aware that teens may obtain these drugs from medicine cabinets while visiting friends or family.
- Restrict the availability of these substances within your home. Consider even locking them in a safe.
- Attend a “drug take back program” to rid your home of useless or expired medications.
- Talk with your teens about drug use. Help them understand that misused prescription drugs can be just as dangerous as street drugs, especially when used in combination with other substances, like alcohol.
Don’t let drugs start in the home. By educating teenagers and observing their activities, parents can help curb this dangerous trend.

Social Security Breach
The Agency for Workforce Innovation is continuing to take action to address a security breach that recently occurred on a test server. Upon discovery, the Agency immediately contacted the appropriate law enforcement agencies, began a thorough investigation and promptly coordinated with all major external search engine companies to ensure the information was no longer accessible to the public. The Agency has no reason to believe any personal information has been accessed for unlawful purposes.
The security breach occurred on an Agency test server for 19 days in October 2008 and resulted in the exposure of the names and Social Security Numbers of approximately 250,000 customers who received services through Florida’s One-Stop Career Centers between January 2002 and November 2007.
